The WWC fluency synthesis rests on two quasi-experimental studies including 1,186 students in 45 schools. Madden et al. (1993) showed a substantively important positive effect on the GORT Passage subtest that was not statistically significant after clustering adjustment; Tracey et al. (2014) showed no significant difference.
"Thus, for the reading fluency domain, one study reported a substantively important positive effect, and one study reported an indeterminate effect. This results in a rating of potentially positive effects, with a medium to large extent of evidence."
