Description

For determining who is to be placed in special classes, Huey recommends the plan in Binet and Simon's Les Enfants Anormaux: "a pedagogical examination must first show a pedagogical retardation of three years, or of two years if the child is under nine. Then the mental tests are used, and only the backward children who show an equal amount of mental retardation are sent to the special classes." Binet would also send the unstables, who may show only one or two years of mental retardation.
