Description¶
In the Change Effort Development Phase, R15CC facilitates a high-level process map or block diagram—a "graphical representation of the steps needed to produce a particular outcome"—to build shared understanding and surface challenge points; an impact effort matrix plotting change ideas on effort and impact axes across four quadrants (quick wins, major projects, fill-ins, time-wasters); core competencies identification that deindividualizes tasks to reveal gaps and leverage points; and organizational structure revision built from the purpose statement and project inventory data.
Design Implications¶
Context¶
Requirements¶
- Consensus on process steps before the map can uncover inconsistencies and elicit change ideas
- Grounding structure revision in Discovery Phase data to check whether the new structure addresses identified challenges
Constraints¶
- Some teams require a full redesign while others change only a portion of their overall structure
Target Learners¶
- SEA division leaders and managers designing change efforts
Target Learning Goals¶
- Designing and prioritizing change efforts that address root causes of system problems
