Description¶
In response to Delphi experts' feedback that the term data use was too vague, the CSM-SU incorporates a Data-Informed Decision Matrix linking specific data types (quantitative and qualitative) to strategic questions. The model weaves data collection and interpretation throughout all phases, treating "data as a catalyst for professional conversation rather than a prescriptive mandate", advancing the shift from data-driven to data-informed decision-making.
