Require colleges to report Pell graduation data annually through integrated federal data collections¶
Strategy · All strategies

Description¶
The report recommends that the federal government integrate Pell status into regular IPEDS graduation-rate collections and require annual institutional reporting, acting when institutions do not perform. It argues current disclosure-on-request provisions under the 2008 Higher Education Opportunity Act are failing: in a 2011 survey by Education Sector and the American Enterprise Institute, "75 percent of 150 colleges were unable or unwilling to provide the graduation rates of Pell Grant recipients."
Design Implications¶
Context¶
Requirements¶
- Federal action to mandate annual, disaggregated Pell graduation-rate reporting rather than voluntary disclosure on request
Constraints¶
- The newly released NSLDS data are described as an imperfect substitute because they do not accurately track completion for all Pell recipients, mix full- and part-time students, and lack non-aid-paying comparison students
Target Learners¶
- prospective low-income and working-class college students
- federal policymakers
Target Learning Goals¶
- transparency about institutional support of low-income student completion
- targeting of resources for program improvement
