Description¶
The article proposes five governance tiers through which AI literacy is operationalized: policy and legislation, institutional regulation, educational implementation, technological infrastructure, and community and public engagement. It states that "Governance levers are institutional and policy mechanisms that embed AI literacy into real -world practice," and that applied collectively these levers transform literacy from a pedagogical concern into a governance instrument. Each tier is linked to enabling environments and SDG targets, such as citizen assemblies and participatory audits under community engagement.
