Description¶
The report recommends that Maryland improve TPE and SLO implementation quality through coordinated action in six issue areas: TPE integration with instruction, principal leadership, quality and consistency of SLO implementation, quality and consistency of observations, TPE data management and technology infrastructure, and constituency building and inter-district learning. Concrete actions include providing "a sample SLO Quality Rating Rubric," a resource library of annotated SLOs, instructional crosswalk resources, expanded principal leadership prompts, and a working group on two-way communications. The recommendations assign continuing state support while shifting ownership of continuous improvement to district and school levels.
Design Implications¶
Context¶
Requirements¶
- District and school leaders must act at the district-to-school and school leader-to-teacher levels, since the next phase of improvements cannot come from the state alone
Constraints¶
- Recommendations focus on what the state can directly support and what district and school leaders need to do well within Maryland's local control structure
Target Learners¶
- K-12 teachers and principals in Maryland districts
Target Learning Goals¶
- High-quality, consistent implementation of educator evaluation and the SLO process to strengthen instruction
