Description¶
Session participants reached consensus on administrative procedures for HLS delivery. These include standardized annual training for administrators, simple-to-use oral scripts and FAQs for written forms, accurate translation of all forms and scripts delivered by fluent speakers, electronic storage of responses in the district data system tied to the individual student, collecting Tier 1 responses once while allowing Tier 2 and 3 updates, and procedures for exception scenarios such as contradictory forms. The paper also notes that conducting the HLS online may allow options such as frequency-of-use scales.
Design Implications¶
Context¶
Requirements¶
- Administrative procedures should reflect whether delivery is central (district office) or local (school site), and should specify next steps in the EL identification process
Constraints¶
- Procedures should coordinate with disability and gifted screening before or concurrently with the ELP screener to avoid false positives
Target Learners¶
- K-12 students potentially identified as English learners and school staff administering enrollment surveys
Target Learning Goals¶
- Reliable, consistent collection of home language information at enrollment
