Description

County and city early-childhood and education funding initiatives administered or implemented by First 5 Alameda and Oakland Promise to expand early learning access, improve provider conditions, support school readiness, and promote college persistence.

Components

  • Measure C and the Oakland Children's Initiative early childhood funding initiatives: Measure C is a countywide transaction and use tax–funded initiative passed in March 2020 that will generate an estimated $150 million annually for a Child Care, Preschool, and Early Education Fund, with aims of expanded access to high-quality care, improved provider wages, and promotion of wellness and kindergarten readiness. The Oakland Children's Initiative, established through Measure AA in 2018, is expected to generate approximately $30 million annually, with about 62 percent of the remaining amount allocated to early childhood and 31 percent to college persistence and success implemented by Oakland Promise. First 5 Alameda administers Measure C and is the contracted implementation partner for the Oakland Children's Initiative Early Education Fund. (Walrond et al. (2025))
