Description¶
A specific implementable recipe for skill transfer: the report recommends that "Sound and capable individuals should be employed under technical assistance contracts to develop a continuing one-to-one rela- tionship with tribal development personnel as they work together on viable projects, and the skills and experience of the expert are transferred to the tribe." Continuity of the same specialist with the same reservation over a substantial period is presented as essential to the transfer.
Design Implications¶
Context¶
Requirements¶
- Provision for continuity of personnel, so that the same specialist works with the same reservation over a substantial period of time
Constraints¶
- The report notes such technical assistance need not necessarily be on a full-time basis
Target Learners¶
- tribal development personnel
Target Learning Goals¶
- transfer of expert skills and experience to tribal staff
Related Strategies¶
- Recruit and train local tribal members for planning staffs, supplementing on-the-job experience with training materials and workshops
- Train indigenous adult educators in task analysis to build state needs-assessment capability
- Use updated occupational education and retraining programs, including cooperative on-the-job instruction, to re-employ workers displaced by technological change
- Technical assistance providers should plan to work themselves out of a job by building districts' internal capacity
