Description¶

After judging the contracted region-wide needs assessment inadequate, the project shifted to building local capability: during the first year, with the Associate Director's assistance, it ran task analysis training sessions for indigenous adult educators. The report states that "task analysis training sessions were conducted to provide indigenous adult educators with one technique recognized as an appropriate procedure for identifying training needs." New Jersey then established four task forces (ABE, ESL, GED, counseling) and the Virgin Islands held a task analysis institute to identify initial competencies.
