Description¶
The guide instructs district leaders to "ensure all data on student engagement and performance is disaggregated by student subgroup, and regularly evaluate and adjust plans to ensure students are equitably and effectively getting the supports they need to succeed." This includes using disaggregated data to verify that supports are advancing outcomes specifically for English learners, whose access to language development support was limited during the pandemic.
Design Implications¶
Context¶
Requirements¶
- Data systems must disaggregate by student subgroup; evaluation must be regular and lead to plan adjustments
Constraints¶
- Reports surfaced that throughout the pandemic English learners had limited access to language development support and educators struggled to address their language needs
Target Learners¶
- English learners and other student subgroups
Target Learning Goals¶
- Equitable and effective delivery of academic and language supports
Claims¶
Related Strategies¶
- Build long-term systems to track English learner progress, including students who have exited EL status
- Five actions for school and district leaders to improve family engagement with young learners
- Examine data across subgroups and account for diversity within subgroup categories before interpreting score differences
- Four leader actions to retain teachers of color: financial incentives, disaggregated data, diverse leader investment, and inclusive environments
- Districts should share sufficient subgroup data with assessment providers to enable multi-subgroup disaggregation
- Track disaggregated dual enrollment pass rates in accountability frameworks alongside enrollment rates
