Description¶
The blueprint's equity dimension calls for a system of multi-tiered supports with interventions targeted to what individual students need, when needed, with student and family voice prioritized. Tier 1 is "provided to all students; is focused on acceleration, not remediation" and includes culturally and linguistically responsive instruction grounded in universal design for learning, social and emotional learning models, and positive behavioral support programs. Tier 2 serves students at elevated risk; Tier 3 serves students with particularly high levels of risk or whose needs are not met by Tier 2.
Design Implications¶
Context¶
Requirements¶
- Tier 2 supports include academic supports, family outreach, counseling, and behavioral supports, which can include small group strategies or partnerships with community-based organizations
- Tier 3 supports include collaboration with community organizations, one-on-one health or mental health supports, effective special education services, and social workers
Constraints¶
Target Learners¶
- All students, with elevated tiers for students at elevated or high risk
Target Learning Goals¶
- Accelerated learning grounded in culturally and linguistically responsive instruction rather than remediation of learning gaps
Related Strategies¶
- Multi-Tiered System of Supports (MTSS)
- Response To Intervention
- Sustain and resource statewide PBIS scale-up with emphasis on advanced-tier implementation support
- Positive Behavior Interventions And Supports
