Sustain and resource statewide PBIS scale-up with emphasis on advanced-tier implementation support¶

Description¶
Based on finding that only a minority of trained schools implemented all three tiers with fidelity, the authors recommend that "statewide scale-up efforts need to continue to find ways to support PBIS implementation." State technical assistance successfully helped most schools implement Tier 1 with fidelity, but more work is required for advanced tiers, and a key barrier is "the resources to provide ongoing intensive coaching and feedback" across a geographically large state whose regions contain schools often located several hours apart.
Design Implications¶
Context¶
Requirements¶
- Ongoing intensive coaching and feedback resources; regional organization of technical assistance; adherence to the PBIS Implementation Blueprint
Constraints¶
- Implementing all three PBIS tiers with fidelity is difficult and requires widespread commitment throughout a school; geographic spread of schools complicates coaching delivery
Target Learners¶
- Schools and districts statewide implementing or scaling PBIS, spanning elementary, middle, and high schools
Target Learning Goals¶
- Building school capacity to implement all three PBIS tiers with fidelity to reduce disciplinary exclusions
Affordances¶
Related Strategies¶

- Multi-Tiered System of Supports (MTSS)
- Positive Behavior Support
- Implement multi-tiered supports focused on acceleration, not remediation
- Sustain statewide MTSS by staying the course: invest in district-level capacity and an integrated three-tier model
- Invest state discretionary dollars in early intervention systems such as MTSS to reduce later intensive supports
- Organize integrated support systems as universal, supplemental, and intensive tiers
