Structure OBC procurement around intentionality questions on learner goals, populations, outcomes, and stakeholders¶
Strategy · All strategies
Evidence · no claims cited
Description¶
The presentation offers a structured set of intentionality and collaboration questions districts should answer before contracting: what learner goals to explore and what the data says, which learner populations and grade levels would benefit from intervention, what the ideal outcome is and how it will be measured including mid-year data points, and which roles and areas of expertise need to be involved to set the vision. This sequence is intended to make goal definition deliberate before vendor selection and contract drafting.
Design Implications¶
Context¶
Requirements¶
- District staff across relevant roles and areas of expertise must be convened to support plan development
Constraints¶
Target Learners¶
- K-12 students in districts adopting OBC procurement
Target Learning Goals¶
- Defining measurable learner goals and outcomes before edtech purchase
Related Strategies¶
- Districts should build community-shared visions, evaluation infrastructure, and policies for procuring and using AI edtech
- Support future edtech OBC cohorts with readiness assessments, early planning, needs-assessment framing, and cross-cohort collaboration
- Plan mutual accountability for implementation, including rollout plans, educator supports, and early indicators for pivoting
- Use OBC RFP templates with market validators and ESSA evidence tiers as efficacy criteria
- Analyze & Inventory: use cross-departmental data analysis and an inventory of existing interventions before buying new edtech
- Discover & Decide: establish evidence-based selection criteria and instructional alignment in an RFP process to select edtech for priority learner populations
- Convene cross-functional generative AI task forces to guide ethical adoption decisions and procurement
