Description¶
The workbook teaches a Basic Systems Model in which staff development planning proceeds through sequential decision points: Rationale, Objectives, Criterion Measures, Techniques and Strategies, Field Test, and Evaluation. The article defines the approach as "a plan for solving problems that describes the interrelation of sequential decision points", with feedback communicating information from later decision points to earlier ones. Each decision point answers a guiding question (Why? What? How much? How?), and each is elaborated into sub-decision points such as felt needs, verified needs, and problem statement under Rationale.
Design Implications¶
Context¶
Requirements¶
- Learners must be able to recall the components of the systems model and work through its sub-decision points to apply it to a staff development plan
Constraints¶
- The model presented is compatible with but not identical to the Hill model in How Schools Can Apply Systems Analysis
Target Learners¶
- inservice educational personnel in Georgia schools and districts
Target Learning Objectives¶
- apply a systems approach to developing a staff development plan
- apply the systems approach to educational problems other than staff development
Claims¶
Related Theories¶
Examples¶
- Prioritize felt needs using matrix ranking or paired comparisons before verification
- Conduct and evaluate a field test before implementing a staff development plan at scale
