Description¶
A roster confirmation process is a data-quality procedure in which "teachers verify the subjects and students they taught," producing confirmed teacher/student links. The working paper uses these confirmed links as the benchmark against which links from unconfirmed administrative data are compared, in the context of the Value-Added Assessment System for DC Schools and Teachers project (2009-2015) prepared for District of Columbia Public Schools.
Design Implications¶
Context¶
Requirements¶
- Requires teachers to verify the subjects and students they taught
Constraints¶
Target Learners¶
- elementary school students in grades 4 and 5
Target Learning Goals¶
- accurate teacher effectiveness measurement in value-added models
Claims¶
- About one in six grade 4 and 5 math and reading/ELA teachers is linked in unconfirmed administrative data to a subject they do not teach [+W]
- Teacher-confirmed roster data show levels of co-teaching far beyond what appears in administrative data [+W]
- Instruction in upper elementary grades is often departmentalized: about one in six elementary school teachers in the original administrative data was linked to a subject he or she did not teach [+W]
