Description¶
The Guidebook directs teams to identify internal partners (leadership, faculty, trustees, foundation, students, financial aid, counseling, research, and special programs) and external partners (K-12 districts, four-year universities, local government, businesses, nonprofits, and foundations). It provides an Internal Partner Identification Worksheet and an External Partner Identification Worksheet, and recommends personally contacting each prospective partner and including more than one representative per institution to mitigate turnover. AB19 requires funded colleges to partner with at least one local educational agency.
Design Implications¶

Target Learners¶
- first-time full-time community college students, including first-generation and low-income students
Target Learning Goals¶
- college readiness, enrollment, persistence, and completion or transfer
Related Strategies¶
- Alignment Director strategies for engaging stakeholders: leveraging existing networks, field-based pods, and cross-sector convenings
- Monthly check-ins and co-led collaborative learning events across partner institutions
- Deliver clear, simple, consistent early messaging to K-12 students and parents about college affordability, preparation, enrollment, and completion
- Design an evaluation and research framework with mapped data landscapes, program measures, and data-sharing agreements
- Integrate layered student support services across the transitions from middle and high school, into college, and through college
- Reduce institutional barriers through cross-department coordination, low-barrier review models, and faculty-based outreach
