Description¶
The evaluation's forward-looking recommendation is that Kansas "stay the course": continue investment in district-level capacity building, strengthen the Core Team, and adhere continually to the MTSS framework as more districts and schools join. Implementation is being refined to focus on the district rather than the individual school, and on an integrated model approaching reading, math, and behavior simultaneously — the comprehensive, integrated three-tier (MTSS: CI3T) framework. The authors state a "stay-the-course/on-message approach from the state level on down appears to be the way to move forward with expansion and sustainability."
Design Implications¶
Context¶
Requirements¶
- Increased capacity on the part of the Core Team to support the district-level shift
- Investment in a statewide data system to document impact on student outcomes
- Sustained and continued district and school leadership support through words and action
Constraints¶
- The shift to the integrated district-level model represents a key decision point; the brief notes staff buy-in, institutionalization of practices, training, flexible scheduling, and resource materials are necessary but not sufficient for sustainability
Target Learners¶
- All students in Kansas public schools implementing MTSS
Target Learning Goals¶
- Sustained and expanded statewide MTSS implementation with fidelity
- Improved academic and behavioral outcomes for all students
Affordances¶
Claims¶
Related Strategies¶
- Invest state discretionary dollars in early intervention systems such as MTSS to reduce later intensive supports
- Sustain and resource statewide PBIS scale-up with emphasis on advanced-tier implementation support
- MTSS wraparound services with adequate counseling ratios and continuous improvement monitoring
