Description¶
The report defines the skills-first ecosystem as "all of the systems, technologies, policies, organizations (e.g., employers, educational and research institutions, training providers, community based organizations), and that are interconnected in ways that collectively support the development, implementation, and scaling of skills-first practices." It maps nine key contributor categories with example roles, from community-based organizations providing trauma-informed supports to technology developers building skills identification and job-matching tools, with workers and jobseekers as a critical driving component. The framework organizes the report's challenge categories and recommended solutions.
Design Implications¶
Context¶
Requirements¶
- Interconnection among employers, educational and research institutions, training providers, and community-based organizations to collectively support development, implementation, and scaling of skills-first practices
Constraints¶
Target Learners¶
- frontline workers and jobseekers, including opportunity youth and veterans
Target Learning Objectives¶
- skill identification, articulation, and demonstration; career and economic mobility; navigation of learning and career pathways
Claims¶
- Skills First Challenges Across Learn And Work Ecosystem [+M]
- Worker and jobseeker input on skills-first pathway design and implementation is far too often limited or missing [+W]
Related Theories¶
- Research-practice-technology partnerships (RPTPs) as the ecosystem sustaining modelable systems
- Inclusive user experience (IUX) as a learner-centered design approach for LER technologies
- Systemic and economic barrier taxonomy across the technology learning and workforce ecosystem
Examples¶
- Develop a shared landscape directory of skills-first tools with identified owners, costs, and accessibility limits
- Support digitally fluent career pathways through ecosystems, educator training, work-based learning, convenings, and showcases
