q2 i? School-level MTSS implementation became increasingly consistent with the Kansas framework between 2012 and 2014, with schools moving from exploration toward initial and full implementation. → Reedy 2015

Analysis of the annual Kansas MTSS School Survey (Table 1 and Figure 1) shows schools at Initial Implementation rising from 32.8 percent in 2012 to 72.4 percent in 2014, while the no-stage category fell from 11.7 to 5.6 percent. Full implementation remained stable at 8.3 percent in 2014.
"Implementation of MTSS at the school level is increasingly consistent with the Kansas MTSS framework. Schools are moving from exploration/learning about MTSS to more advanced implementation stages over time."
Discussion¶
Related Claims¶
- Nearly half of Kansas public schools and two-thirds of districts have participated in formal MTSS training — related
- Kansas schools moved from exploration to initial implementation of MTSS between 2012 and 2014, while full implementation stayed near 8% — a narrower finding that bears on this claim
- Schools with formal fidelity-monitoring processes achieved stronger MTSS implementation, and full implementers share leadership, professional development, and integration characteristics — related
- Schools implementing MTSS demonstrate the framework's hallmarks, including stronger collaboration, data use, and aligned improvement initiatives — related
- Data-based decision making is the least-met full-implementation criterion while universal screening is the most-met — related
- Universal screening data from a small sample of full-implementation schools show fall-to-spring benchmark gains in reading and most math grades, largest in kindergarten, but behavior data show losses and the data are inconclusive — related
- Universal screening data from full-implementation schools show average fall-to-spring gains in reading and math, largest in kindergarten — related
- KSDE established a statewide infrastructure — Core Team, facilitators, symposium, and website — that respondents rate as effectively supporting MTSS — related
- Nearly half of Kansas public schools and two-thirds of districts have participated in formal MTSS training, with no state mandate — related
- Most implementing schools report MTSS positively affecting benchmark scores, state assessment proficiency, discipline referrals, and special education referrals — related
- CSPP pre-referral processes mirror the K-12 MTSS approach and apply fundamentally the same steps to ML and non-ML children — related
