Description¶
The Consortium organizes its research agenda around four major topical areas, each containing key concerns that pass what it calls an essential-strand test for reweaving an urban school system. The areas cover local school governance (Local School Councils, principal roles, parent involvement), the technical core of teaching and learning, schools as workplaces and community institutions, and system-level functions such as equity of opportunity. The framework was synthesized from stakeholder interviews, focus groups, position statements, and a research conference.
