Description¶
California's UPK system is a mixed-delivery early learning arrangement comprising transitional kindergarten (TK), the California State Preschool Program (CSPP), Head Start, and locally funded early learning programs. The report states "California UPk includes several early learning programs, including transitional kindergarten (Tk), the California State Preschool Program (CSPP), Head Start, and locally funded early learning programs," with TK the only program that is free and universally available as part of the public school system and CSPP serving income-eligible 3- and 4-year-olds. Implementation is supported by the Universal Prekindergarten Planning and Implementation Grant (about $200 million in 2021 plus $300 million added in 2022), and monitored through the California Department of Education's August 2023 survey of all grant recipients, analyzed here for 1,384 LEAs (95% of public school districts and 65% of charter schools serving elementary grades).
Design Implications¶
Context¶
Requirements¶
- All public LEAs are required to offer TK; offering CSPP and Head Start and partnering with community-based providers is encouraged but not required
- TK curriculum must align with the California Preschool Learning Foundations, and state-funded TK classes must meet staffing requirements including the 2025–26 credential and early childhood coursework requirements
Constraints¶
- TK eligibility expands gradually, with all 4-year-olds eligible only by the 2025–26 school year
- The report's findings describe the 2022–23 school year as captured in one survey administration
Target Learners¶
- All California 4-year-olds
- Income-eligible 3- and 4-year-olds
- Multilingual learners and students with disabilities in early learning programs
Learning Goals¶
- Universal access to prekindergarten education
- School readiness across developmental domains
- Developmentally appropriate early learning instruction
Claims¶
- California Leas Tk All Sites Early Admittance [+M]
- Upk Classroom Models Stand Alone Size Gradient [+M]
