Description¶
The article proposes that effective inclusion combines two approaches. The integrated approach introduces innovations across system elements — "the concept (strategy) that defines the model, external preconditions and stages of inclusion; a school that defines the internal prerequisites for inclusion; a community". The differentiated approach is "used in combination with the integrated one in order to identify the internal prerequisites for inclusion: values, beliefs and attitudes of teachers, the competence of educators".
Design Implications¶

Constraints¶
- The two approaches complement each other depending on regional differences in inclusive education, determined by the complexity of students' special educational needs and availability of teachers
Target Learners¶
- students with special educational needs in general secondary schools
Learning Goals¶
- equal access to high-quality education through inclusive school organization
