Description

The Maryland SLO component is an instructional process embedded in the TPE evaluation system, in which SLOs are "the predominate measure of student growth for teachers and principals" and may account for 30%-50% of the total evaluation rating, with no single SLO counting for more than 35 percent. MSDE's Guidebook outlines a nine-step implementation sequence from professional development through data review, SLO development, review and approval, mid-interval and final reviews, to integration of results and setting the attribution roster. The state also developed SLO templates and guiding questions for teachers and principals, plus review criteria in four domains: priority of standard, rigor of target, quality of measure and evidence, and action plan.

Design Implications

Context

Requirements

  • Districts must provide SLO training to local school personnel in keeping with established state guidelines and document a verification process to validate consistency, comparability, quality and rigor of SLOs

Constraints

  • Local districts, not the state, establish processes for setting, reviewing, assessing, and aligning SLOs, under Maryland's local control structure

Target Learners

  • K-12 teachers and principals in Maryland public school districts

Learning Goals

  • Improving educator effectiveness and student achievement through data-informed goal setting and instruction
