Description¶
The report presents strategic communication as both an engine and a by-product of alignment and coherence, and recommends bidirectional communication that builds awareness while gathering timely, honest feedback. Listening session participants "asked for materials to be shared in places that are part of their routines (such as faith communities or community resource centers)," translated into multiple languages, and delivered through trusted community leaders. The principle holds that outreach should meet families where they are.
Design Implications¶
Context¶
Requirements¶
- Communication channels that are diverse and fully accessible to meet language, technology, and diverse ability needs
Constraints¶
- The report notes some communities, such as the Mam community, rely on word-of-mouth information sharing, requiring tailored channels
Target Learners¶
- Families with young children in Oakland and Alameda County, including communities that are often marginalized and harder to reach
Learning Goals¶
- Awareness of and access to high-quality early care and learning opportunities
Claims¶
- Community listening sessions identified shared themes of access and affordability, market shifts, workforce development, wages, outreach, inclusion, family supports, and facilities [~M] — the listening sessions where participants asked for materials in trusted, routine places
Related Designs¶
- Alignment and coherence framework with six interrelated domains — the framework in which strategic communication is one domain
