Description

The article describes a quality-controlled development process for RLOs based on a well established methodology. Storyboards (written templates of proposed content) were developed through an iterative development cycle, sent to experts for peer review prior to development, and after a prototype was built the RLOs went through "a second internal peer review by experts and evaluation by students" before packaging and release.
