Use a well-designed Tier 1 intervention within MTSS before assigning students to Tier 2 services

Description

The article argues that within multi-tiered systems of support, effective core (Tier 1) classroom instruction should be provided to all students before more intensive Tier 2 and Tier 3 interventions, because "it would be inappropriate to place students in Tier 2 if there is no evidence to suggest they had the opportunity to learn from well-designed Tier 1 instruction." Findings from this and prior SBI studies support using the SBI curriculum preventatively to meet the needs of all students, including those who struggle.

Design Implications

Context

Requirements

  • Empirically validated Tier 1 interventions in mathematics
  • Teachers with deep understanding of ratios, proportions, and problem solving who can scaffold appropriate strategies

Constraints

  • For students with MD, the effect on general mathematical problem solving was not statistically significant, and the authors note further investigations must determine whether more intensive instruction would be advantageous

Target Learners

  • seventh-grade students with and without mathematics difficulties in inclusive classrooms

Learning Goals

  • proportional problem solving
  • meeting Common Core State Standards in mathematics
