Description¶
The Utah State Board of Education, with WestEd's Region 15 Comprehensive Center, designed an RAR process beginning in March 2020 to help schools eligible for comprehensive improvement support. By "leveraging existing LEA and school-level data as well as required planning and reporting processes," USBE sought to support leaders in identifying and implementing strategies for equitable resource allocation, communicate scalable promising practices, align existing planning and reporting requirements, and build state capacity to connect identified needs, evidence-based strategies, and equitable resource allocation methods. The process was guided by principles of being comprehensive, collaborative, and systemic; minimizing burden on local agencies; and communicating the why for equity.
Design Implications¶
Context¶
Requirements¶
- The process leverages existing LEA and school-level data and required planning and reporting processes rather than creating new ones.
Constraints¶
- The process was designed for schools eligible for comprehensive improvement support under ESSA, though the report recommends designing it so all LEAs and schools can participate regardless of improvement status.
Target Learners¶
- LEA and school leaders in Utah
- state education agency staff
Learning Goals¶
- identifying and addressing resource inequities to support school improvement
Claims¶
Related Designs¶
