Description¶
A framework developed by 1EdTech, CAST, CoSN, Digital Promise, InnovateEDU, ISTE+ASCD, and SETDA for evaluating AI-enabled edtech against safety, evidence, inclusion, usability, and interoperability criteria.
Components¶
- Product certifications as a baseline filter for evidence-based edtech procurement: The presentation positions product certifications as a "Baseline requirement to consider edtech options" that districts can use to filter vendor pitches, inform contract renewals, and structure Requests for Proposals. It names three quality dimensions — Evidence-Based Edtech, Practitioner-Informed Design, and CAST's UDL — organized under "Five Quality Indicators." Certifications such as the ISTE Seal and EdSurge Product Index validations are cited as examples of market validators districts can request from applicants. (Van Nostrand et al. (2024))
- Five EdTech Quality Indicators framework for evaluating edtech products: The EdTech Quality Collaborative published a five-indicator framework for evaluating effective edtech products. Safe means tools adhere to "industry standards, data minimization, and data transparency to protect user privacy and prevent data breaches." Evidence-Based means grounded in rigorous research aligned with ESSA Tiers of Evidence; Inclusive prioritizes accessibility and equitable design while mitigating algorithmic bias; Usable focuses on intuitive design that eliminates technical barriers; Interoperable uses open data standards to connect with existing district technologies. The guide applies the framework across every step of district procurement and data governance. (Digital Promise (2026))
Claims¶
- A strong majority of surveyed edtech products agree that products rooted in learning sciences research have the greatest impact on learning [+W]
- Edtech tool access per district grew more than 350% between 2019 and 2025, yet most tools are unused or used at low intensity [~W]
