Description¶
A statewide educator-evaluation programme combining professional-practice ratings with student-growth measures, administered by the Maryland State Department of Education.
Components¶
- Maryland Teacher and Principal Evaluation (TPE) system: Maryland's statewide educator evaluation system combines measures of professional practice and student growth. Teacher professional practice uses four Charlotte Danielson Framework domains (planning and preparation, instructional practices, classroom environment, professional responsibilities) broken into 22 components, each domain counting 12.5% of the practice score. Student Learning Objectives are the predominant growth measure. The report states "In the overall rating of teacher effectiveness, both professional practice and student growth are given equal weight." (Slotnik et al. (2016))
- Student Learning Objectives (SLOs) as an evidence-based instructional process: The report frames SLOs as “an evidence-based instructional process for improving educator effectiveness and student achievement,” and the predominant measure of student growth for teachers and principals within Maryland's TPE system. State models allot 30%-50% of the total evaluation rating to SLOs, with no single SLO counting for more than 35% of the total performance score. The Maryland Teacher and Principal Evaluation Guidebook, Version 3 emphasizes using SLOs as an ongoing, iterative, and collaborative process spanning data review, SLO development, conferences, and integration of results. (Slotnik et al. (2015))
Claims¶
- In every district, more educators agree than disagree that they share a common language for the SLO process [+M]
- About 45% of teachers still report needing further TPE-related training despite year-over-year improvement [~M]
