Description¶
New Jersey's statewide system for evaluating principals, combining principal-practice and leadership instruments with measures of student achievement, implemented statewide beginning in 2013/14.
Components¶
- New Jersey statewide principal evaluation system (2013/14): New Jersey implemented a new principal evaluation system to improve principal effectiveness, beginning with a 2012/13 pilot in 14 school districts and statewide implementation in 2013/14. In 2013/14, "half of a principal’s overall rating was composed of two measures of practice"—a district-selected or developed principal practice instrument and a state-developed evaluation leadership instrument—"and half was composed of measures of student achievement." The report analyzes this system's statistical properties. (Mariesa Herrmann (2016))
Claims¶
- Component measure ratings had low to moderate positive correlations with each other, suggesting the components measure distinct dimensions of principal performance [+W]
- Principal practice instrument ratings and school median student growth percentiles showed moderate to high year-to-year stability, but growth percentiles changed more across years in smaller schools [+W]
- Nearly all New Jersey principals (99 percent) received effective or highly effective overall ratings in the first year of statewide evaluation, with limited variation [+W]
- Several component measure ratings and the overall rating had low, negative correlations with student socioeconomic disadvantage, suggesting possible bias against principals of more disadvantaged schools [-W]
- Principals evaluated on school median student growth percentiles were less likely to receive highly effective overall ratings than principals not evaluated on that measure [~W]
- Principal practice ratings varied across the score range in New Jersey's pilot year, but most principals received ratings of effective or highly effective [+W]
