Description

A statewide quality rating and improvement framework run through a collaboration among First 5 California, the California Department of Education, and the California Department of Social Services to assess and support early-learning and care sites.

Components

  • Quality Counts California (QCC) quality rating and improvement system: Quality Counts California is a quality rating and improvement system, a collaboration between First 5 California, the California Department of Education, and the California Department of Social Services. Early learning and care sites are rated on seven elements and assigned a final quality rating in a tiering system ranging from Tier 1 (lowest) to Tier 5 (highest). The seven elements are child observation; developmental and health screenings; lead teacher qualifications; teacher–child interactions; teacher–child ratios and group size; program environment rating scales; and director qualifications, with ratings assigned by trained assessors based on program documentation and classroom observations. Participation is voluntary; 28% of licensed early learning centers participated during the 2020–21 funding year. (Sussman et al. (2022))
