Description¶
A framework from COBC that organizes outcomes-based edtech contracting around population and program definition, outcomes and metrics, contingent payment, mutual accountability, and continuous improvement.
Components¶
- Five domains of an outcomes-based contract for edtech: The COBC's "Standards of Excellence for Outcomes Based Contracting™: Edtech Instructional Interventions" organizes OBC design around five domains: clearly defined population and program, clearly defined outcomes and metrics, contingent outcomes payment, mutual accountability, and continuous improvement. Table 2 contrasts each domain with traditional contracting, e.g., "At least 40% of the contract value is predicated on agreed-upon outcomes" versus payment based solely on services or licenses. The domains help build a rate card aligning contract elements to outcomes. (Instructional Coherence and Shared Responsibilities: OBC's Impact on EdTech Procurement)
Claims¶
- Developing outcomes-based contracts enabled districts to engage in collaborative, data-driven decision-making processes to select populations, outcomes, and pricing. [+M]
- The OBC model benefits from clearly defined roles and shared responsibilities across district, school, and provider teams. [+M]
- Lack of pricing transparency in the edtech market made OBC pricing decisions challenging, with pricing varying up to 40% between districts. [+W]
- OBCs drove a systemic shift for district and school teams to monitor and leverage data for continuous improvement. [+W]
- OBCs drove increased edtech implementation rates, boosted by provider implementation support, despite challenges including buy-in, staff workload, unclear terms, leadership turnover, and time constraints. [+W]
- The OBC model enabled districts to better establish instructional coherence, support increased student engagement, and assess associated outcomes. [+W]
- Providers gained super users of their products and learnings for product design and effective implementation support through OBC engagement. [+W]
