Description

Newcomer schools are "an alternative, relatively self-contained learning environment specifically for newcomer students," created because "traditional schools are not organized to meet the needs and challenges that newcomer students face." Per the report, "All of these schools serve newly-arrived immigrant English Learners, have voluntary enrollment," and share goals: acculturation to American schools, foundational academic English, remediation or grade-level core content, native language literacy development, and wide-ranging culturally-appropriate academic, health, social, emotional, and family supports. Most are transitional, with clear entry and exit points.
