Description¶
A proposed central school department in charge of a director who is an expert in child, educational and clinical psychology with experimental pedagogy and teaching experience. The article argues investigation results are liable to run to sand unless they are "properly unified, correlated and brought to a focus", and that the bureau should gather, compile, compare, correlate, interpret and turn to practical use data from five sources: medico-dental examination records, sociological case data, pedagogical records, controlled educational experiments, and psycho-clinical records.
Design Implications¶
Context¶
Requirements¶
- A director who is an expert in child, educational and clinical psychology, familiar with experimental pedagogy, with practical teaching experience and some knowledge of medical inspection work
Constraints¶
- The author frames the plan as aspirational for school systems; he notes that where a comprehensive bureau is not feasible, a clinical laboratory alone should claim first attention
Target Learners¶
- public-school pupils, particularly exceptional, retarded and delinquent children
Learning Goals¶
- scientific diagnosis and classification of pupils' health, development and pedagogical status
