Description¶
STIR is a REL Midwest co-developed K–1 literacy instruction improvement programme that provides educators with evidence-based phonological-awareness and phonics resources, data-use tools, training, and coaching.
Components¶
- STIR intervention: a set of resources, tools, trainings, and coaching sessions for K-1 literacy instruction: The STIR intervention is a co-developed approach "consisting of a set of resources, tools, trainings, and coaching sessions" supporting educators in integrating evidence-based strategies into K-1 literacy instruction with a focus on decoding unfamiliar words. It targets three educator capacities: effective phonological awareness and phonics practices, decision-driven data use, and supportive leadership practices. REL Midwest develops, tests, and refines it iteratively across cohorts. (Strategies to Improve Reading Partnership (2019))
- STIR logic model linking intervention activities to short-, medium-, and long-term outcomes: The partnership organizes its theory of change as a logic model moving from "Implement STIR intervention" through "Refine" and "Assess usability/feasibility ... across multiple cohorts" to studying long-term outcomes. Short-term outcomes are educator and leader understanding of evidence-based practices and data use; medium-term outcomes are their incorporation of those practices "within the context of a tiered delivery system"; long-term outcomes are increased students scoring at or above benchmarks. A diagnostic and implementation monitoring tool provides formative feedback across stages. (Strategies to Improve Reading Partnership (2019))
