Description¶
Multi-Tier Systems of Support is a tiered framework that schools, districts, and state education agencies use to coordinate academic, behavioral, and social-emotional supports for all students.
Components¶
- Multi-Tier Systems of Support (MTSS) as a seminal structure for launching the school year supporting quality learning for all students: The guidance positions Multi-Tier Systems of Support as an organizing framework through which SEAs can support districts in launching the 2020-2021 school year. It states that "Multi-Tier Systems of Support (MTSS) can provide a seminal structure for launching 2020-2021 in ways that support quality learning for all students." SEA guiding questions cover sustaining and growing district implementation, guidance on data collection, instructional planning including intensive interventions, progress monitoring, and integrated systems attending to both academic and behavioral/social emotional data. (Considerations for supporting a successful start to the 2020-2021 school year for students with disabilities (2020))
- Multi-tiered or integrated systems of support (MTSS) as wraparound services framework: The brief describes MTSS, "also known as wraparound services," as frameworks districts and schools can use to connect services to students, providing access to resources to overcome academic and non-academic barriers to success. When schools identify and provide targeted supports, meet students' health and well-being, and ensure students feel they belong, students can better engage in schools. The brief recommends districts conduct student-level and system-level strengths and needs assessments and measure fidelity of implementation. (The Education Trust (2023))
- Multi-tiered or integrated systems of support (MTSS) as wraparound services framework: The brief describes MTSS, also known as wraparound services, as 'frameworks that districts and schools can use to connect services to students,' providing access to resources to overcome academic and non-academic barriers to success. When schools identify and provide targeted supports, meet students' health and well-being, and ensure students feel they belong, students can better engage in school. Massachusetts supports MTSS through guidance, funding, and Medicaid billing authorization without IEP or IFSP documentation. (The Education Trust (2023))
- Multi-tiered or integrated systems of support (MTSS) as wraparound services: The brief describes multi-tiered or integrated systems of support (MTSS), "ALSO KNOWN AS WRAPAROUND SERVICES," as frameworks districts and schools can use to connect services to students, providing "STUDENTS WITH ACCESS TO RESOURCES TO OVERCOME ACADEMIC AND NON-ACADEMIC BARRIERS TO SUCCESS." When schools identify and provide targeted supports, meet students' health and well-being, and foster belonging, students can better engage in school. Washington supports MTSS adoption with guidance and funding, health and housing supports, an anti-bullying policy naming targeted groups, transgender-inclusive athletics and facilities policies, and requirements that districts monitor MTSS progress using student data. (How Does Washington Support Students' Social et al. (2023))
- Multi-tiered systems of support (MTSS) as a school-level structure for supporting students experiencing homelessness: MTSS is described as a school-level coordinative structure that integrates academic, behavioral, and social-emotional supports in tiers. The report states that "School-level structures like multi-tiered systems of support (MTSS) can support students experiencing homelessness by providing an intervention framework that integrates academic, behavioral, and social and emotional competencies." It recommends districts implement MTSS so services reach students who need them without cumbersome procedures, and notes MTSS can be tailored to individual students' specific needs, which matters given this group's complex needs. (Burns et al. (2021))
- Multi-tiered system of supports (MTSS) model for school attendance and absenteeism: The review describes an MTSS model arranging SA/A prevention and intervention into three tiers: Tier 1 universal approaches promoting school-wide attendance and preventing absenteeism for all students; Tier 2 approaches for emerging, acute, or mild to moderate absenteeism; and Tier 3 approaches for chronic and severe absenteeism. The model's dimensions include severity of absenteeism, degree of risk or contextual factors, target of intervention, and intervention intensity, designed to eschew a "wait to fail" mentality in favor of active monitoring and immediate intervention. (Kearney CA et al. (2019))
- Multi-Tiered System of Support (MTSS) framework with three tiers of support: MTSS is described as "an evidence-based framework designed to enhance academic achievement, behaviour, and social-emotional well-being through tiered levels of support". It comprises three tiers — Tier 1 universal, Tier 2 targeted, and Tier 3 intensive — and two key dimensions, Response to Intervention and Positive Behavioural Interventions and Supports. In this study MTSS guided both content teaching and classroom management in a Chinese EFL classroom, combined with TPRS to deliver inclusive pedagogy. (Lin et al. (2026))
Claims¶
- School exclusionary policies paradoxically worsen dropout, delinquency, and achievement [+M]
- Student engagement increased across all performance levels over three DBR cycles, with low-performing students moving from 7–10 teacher prompts per lesson to 95–100% sustained attention by Cycle 3 [+W]
- The class achieved the highest average score in the unified Grade 3a EFL exam among seven classes, and its average moved from just above the second-highest class in Cycle 2 to four points higher in Cycle 3 [+W]
