Description

The article builds a conceptual framework for researching language policy on bilingual education in higher education, grounded in Spolsky's definition that "a language policy consist of three elements: language practices, ideology, and efforts." Language practices are patterns among communities, ideology is beliefs about language, and efforts are planning, management and intervention. The framework (Figure 1) transforms this basic idea into bilingual language policy within higher education, spanning abstract beliefs to concrete language use.
